I spent my day off yesterday catching up on my taped TV shows.
I wouldn't consider myself a TV addict but I must admit its always on when I'm home....it keeps me company!
I'm usually multitasking whilst watching - folding laundry, crafting, ironing or flicking through magazines so its not really a waste of time, is it!?


Last week I taped a documentary about
Marilyn Monroe – she was such a bright eyed beauty!

Its hard to believe it's been 50 years since she died - so very young...
A Hollywood legend...we all know her story - the sad lonely childhood, the yearning to be loved, liked and respected, the broken marriages, the fertility problems, the weight gains, the pill popping, the affair rumours and then her tragic death at only 36 years of age...all so very tragic.

but although her life was cut short, her legacy will live on and she will always be a beauty and style inspiration to so many.
There are gorgeous images of Marilynon Pinterest, I think she's one of the most popular Hollywood stars that will always be remembered...

Team Sleep is a side project of Deftones front man Chino Moreno. For being around for so long their output has been pretty small. Only one official album has been released and a handful of soundtrack and compilation tracks. There are some demos that got leaked back the early 2000s as well.

I've been a big Deftones / Chino fan for a long time so I was stoked that Team Sleep was coming Denver back in 2005. They didn't disappoint. They played the relativelty small Bluebird Theater.

It was super loud and my only other recollection of this show was towards the end this couple stood in front of me and out made out in full "get a room you two" style. I guess Team Sleep just stirred their passion.

Overall a nice set from the band including a couple songs like "Scarf Bitch" that haven't appeared on any releases. Enjoy.

More cancellations close to the election
Theres
another, separate issue with the cancellations. Some have actually been
pushed into next year, because some insurers have offered early renewals — in which individuals or small businesses who renew their policies before the end of the year can keep them into 2014.
For example, Elaine Buccieri of Arlington, Texas, was able
to get that kind of deal from Blue Cross Blue Shield of Texas. The
carrier just moved everyones anniversary date to December, giving them
more time in their old plans.

But that kind of renewal only carries people into 2014, raising the
possibility that those people, and small businesses, could just get
another wave of cancellation letters next year. And those letters would
have to go out early enough to give them time to sign up for new
policies — meaning they could go out in the fall, right before the
mid-term elections.
“This is really getting backloaded into December 2014,” said
Laszewski, who got an early renewal option with his own cancellation
notice from CareFirst.
Its not clear how widespread the practice is. A Commonwealth Fund blog post
said it has been allowed in states like Arkansas, Colorado, Montana,
Idaho and Kentucky, usually with some strings attached. And Sabrina
Corlette of Georgetown University, one of the researchers who wrote the
blog post, says more than 80 percent of small businesses in Wisconsin
have taken the early renewal option — and of the individual insurance
cancellation notices she was able to review, three out of four offered
early renewals.
The Obama administration fix could take care of some of the problem, because it allows
existing health plans to be renewed any time before Oct. 1, 2014. But
again, not all states will allow it, and not all insurers will do it —
so its not clear that the fix would take pre-election cancellations
completely off the table.
Sticker shock
Obamacare supporters are convinced that once people with canceled
policies can actually use the federal website, theyll be able to find
replacement health plans that are better and cheaper than what they have
now, not just the expensive replacements their own insurers are
offering up.
But Paul Ginsburg, president of the Center for Studying Health System
Change, says thats not going to be true of everyone. He says some
people will go to the website and be dismayed by the prices — because
they now have to include coverage of everyone with pre-existing
conditions, new benefits that werent covered by all individual plans
before, and a ban on charging older customers more than three times as
much as younger people.
That doesnt mean everyone will actually pay the sticker price. Many
people will qualify for subsidies, which could mask any increases. But
not everyone will get subsidies — a lot of people who will need coverage
will find that their incomes are too high.
Ginsburg says the Obama administration will have to do something
about “sticker shock,” but they wont be able to backtrack on covering
pre-existing conditions — thats too central to the laws goals.

The
limits on age-related pricing, however, are less crucial and could
probably be rolled back to reduce the prices, he said.
There could also be another level of sticker shock not just over the
premiums, but over the other out-of-pocket expenses people will have to
pay.
A good example is the deductible — the amount of medical expenses
someone has to pay before coverage even begins. All private health
insurance has deductibles — thats not unique to Obamacare. But a survey
of 22 health insurers in six states by Avalere Health, a consulting
firm, found that the average deductible is $2,550 in “silver” Obamacare
plans (the second-cheapest kind).

Thats compared to the $1,135 average
that nearly eight out of 10 people in employer-sponsored health plans
had to pay.
The deductibles are even higher in “bronze” plans, the cheapest kind.
The average bronze deductible was $5,150 — and some were as high as
$6,350.
“We all knew this was going to happen, but there could be another
round of shock” when people actually try to use their Obamacare coverage
and realize it doesnt pay for everything, said one health insurance

A few days back I went through the new procedure at the Regional Passport Office Chandigah, in order to renew my passport. I just could not believe that with the introduction of TCS in the loop things are working so smoothly.
I had to ask a few times IS THIS REALLY AN INDIAN GOVERNMENT OFFICE and met the Assistant Passport Officer and complimented her!
However, at two counters one had to interact with Government employees, luckily briefly and the difference was marked!

Passport - new procedures
The front-end operations of all Regional Passport office have been outsourced as part of the Passport Seva Kendra (PSK) project and Tata Consultancy Services (TCS) is all set to handle the front-end operations of all RPO very shortly. Union Ministry of External Affairs has already implemented the PSK project some of the passport offices in India. These centres have been set up on a public-private partnership (PPP) basis with Tata Consultancy Services (TCS) as its service provider. The project has been designed as a citizen-centric and paperless service. All one needs to do is upload a passport application on www.passportindia.gov.in and confirm an appointment online. After which the support staff from TCS will guide the applicant through the biometric process. Walk-in applicants will be greeted by a floor manager who will help the applicants upload applications through a kiosk at the PSK. "The amenities and services at the PSK are in keeping with any modern bank or airport.

The implementation of the project has reached its halfway mark and will likely to completed by March 2012, The existing passport office will be responsible for liaison with the MEA, dispatching, printing, answering RTIs, and management of the PSKs. First time applicants no longer need to go the existing passport office.

According to the available information, TCS would receive applicants, guide them and handle the process for submission of applications, conduct the verification of the completeness of the application form and the documents attached therein. TCS would be in charge of receiving applications and guiding applicants, technical support and maintenance of the premises, while sensitive areas would continue to be handled by the passport office staff. The PSK initiative would bring in the much-required concept of “one-day visit to the passport office”, as the officials would tell the applicants the same evening as to whether their passport application forms and the supporting documents were in order and whether the passport would be issued or not. This would eliminate the anxious wait by the applicants.

Under the new system, photographs need not be affixed, image of the applicant's face will be captured at the time of applying online as is done in the driving licence process. In addition, the new system will involve taking the finger print (bio-metric) of the applicant and incorporating it in the database. Only if the finger print tallies, the applicant will be able to apply for other services such as spouse entry, address change or renewal of passport.

The added feature is that every police district will have access to the passport server for downloading the personal particular form online and to send the police verification reports online. This will obviate postal delay and laborious paper work. This will also ensure speedy completion of procedures which are time-consuming at present. Even passport issuance will be modernized with digital signature.

The place for these front-end operations has been already finalized for most of locations and started functioning. The new system will put in place a first-in and first-out concept, eliminating the practice of issuing passports out-of-turn. Under the new system getting passport will not take more than 72 hours. I've decided it's time to get more decisive about decision-making.

Let's face it, I've got a big decision to make, and don't need a consensus of Indian tribes throughout Wisconsin to help me make it.

I've decided a lot of things over the last couple of weeks.

I've decided something has to be done about this Kenosha Unified School Board that has operated in a reckless, illegal and unethical fashion.

I've decided a lot of people like to complain (like me!)

I've decided a lot of people like to complain and write about it on a blog (like me!)


And I've decided a lot of people don't do much more than that, except to decide to not even vote. So, the reality is, it may not even matter what I decide, if people decide it doesn't matter, because if we only get a 20 percent voter turnout, made up of only people being pushed by a special interest group, you are going to get what the special interest group has already decided.


Wait ... what are we talking about? That's right. My decision. This should not be confused with my incision. That's from a surgery I had in the 5th grade, and would be a topic of a totally different blog piece.

I've decided I'm never going to grow beyond 5-feet-6-inches tall, so a basketball career is out of the question, as is the decision of which team I'm going to go to. I've decided ESPN could care less about my decision.

It's entirely possibly I've already lost your interest and you've decided you don't care, either. But I hope you do. I hope a lot of people do. Because I've decided if I do nothing, then what's the point of even trying?

I'm told you're supposed to wait until Dec. 1 to officially make this kind of decision, anyway. So I've decided it's best to continue weighing all options, and then do the official deciding thing then.

My Doe-Eyed Bride asked me why this is so important to me. I've decided it just is. This Kenosha community has embraced me in my most darkest hour, and it wouldn't be a bad idea to return the favor.

In case you haven't figured it out, the decision is this: Should I run for the Kenosha Unified School Board?




This is what I know:

- I know the board broke the law when it negotiated a teacher's contract without telling the community.
- I know it broke the law when a board member brought it up for a vote when it wasn't on the open meeting agenda.
- I know the board tried to cover that up, when they did a "Hurry-Up-And-Let's-Revote-Again" thing before someone could file a lawsuit.
- I know one board member had a change of heart and said he needed more time to think about it, so the board lied and said the meeting would then take place Nov. 26.
- I know the board lied, because the board president then set up another meeting on 24 and a half hours notice, for a Friday morning, when everyone would be at work.
- I know their own lawyers told them not to do this.
- I know they ignored their own lawyers (at least a board majority did).
- I know it was highly unethical for one board member to vote on this since he is a direct beneficiary of the contract.
- I know this bad and illegal agreement breaks the law because it forces teachers into a union they did not want to be a part of, and forces them to pay union dues, and that is a direct violation of the law. And I know that means every penny and then some of the bonus they were going to get will now go directly to the union, to the tune of $1.5 million.
- I know the vast majority of teachers willingly chose not to be in this union.
- I know I support a teacher's right to be in a union, but I believe they have a choice.Guess that makes me pro-choice!
- I know teachers will now see less in their pay because of this illegal contract.
- I know this isn't about going against the union, being pro-union, anti-union or anything else union. It's not about whether or not you love or hate Gov. Scott Walker. It's about following the law.
- I know the law matters.

I know, I know, I know ... I know something has to be done.

Someone once told me, "Lead, follow or get the hell out of the way."

I've decided I'm not going to follow and I'm damn sure not gonna get the hell out of the way. That leaves only one more choice. And I've decided I'm going to tell you what that decision is on Dec. 1.

Well, that's the end of another month - no year ticks to be had but I managed another couple of additions to the Patchwork Challenge, Bullfinch and Goldcrest, to take the tally up to 108 species and 134 points.
An early trip out was fairly productive in dull conditions. Plenty of Reed Bunting about, 100 Barnacle Geese, WT Eagle, 20 Lapwing plus all the regular stuff. A Buzzard was looking like a real savage frowning at everything from his post.

Maybe it was the Rock Doves that were frustrating it - no chance of catching them!

An Otter was spotted quite far out on the loch but heading for shore with a fish in his mouth. I had enough time to scramble down to a closer position as it cleaned itself up on the seaweed.

Look at the face on that - another one with a frown!

I keep saying there are plenty of GN Diver on the loch but they are mostly single birds scattered across the sea. It was nice to find a group of six birds just loafing together.

A female Hen Harrier was seen sitting on a fence post close to the road but it didn't stay long. I'd stopped out of sight of the bird but it was in flight before I got sight of it again...

...and they don't often fly towards you after that! Let's see what December brings.

As Russia looks to keep European influence out of its “Near Abroad,” the nation is following its own version of Americas Monroe Doctrine. Ukraine was just the latest test case.

Photo: APEurope is currently courting Ukraine and Moldova over Russia's strong objections. It is urgingUkraineand Moldova to turn to Europe and leave Russia's sphere of influence. In doing so, Europe is directly challenging the power and status of Russia.In fact, the European Union was convinced that on Nov. 28, Ukraine would sign an Association Agreement with the EU and effectively choose the West over Russia. However, Ukraine just announced that it would not sign the Association Agreement with the EU, and instead chose to pursue further integration with Russia and the Customs Union. This was a victory for Russias version of the Monroe Doctrine.The Russian response to Europe pursuing Ukraine and Moldova is predictable. We saw it whenNATOexpanded to Eastern Europe: Russia at the time stated that it would be much more protective of those states in its "Near Abroad" that were once republics of the Soviet Union. Now observers seem to be surprised that Russia is trying to influence those states from spurning Russia and turning to Europe. These observers lament Russia's bullying tactics, and argue that Russia is strong arming its neighbors.The fact is, that is exactly what Russia is doing. In applying pressure on Ukraine to achieve geopolitical results, Russia is simply borrowing from the United States' foreign policy playbook. In the past, the United States government has been criticized for strong arming weaker states into conforming to policies that it deems prudent.One example of this is the Monroe Doctrine, which was established in 1823. This doctrine stated that any efforts to colonize or interfere with lands in North or South America by European powers would be viewed as acts of aggression and would require intervention on the part of the United States. For well over a century, the United States interfered with European powers in the Americas.During theCold War,the United States used the Monroe Doctrine to try to keep Communism out of Latin America. They financed groups who fought Communist regimes or Communist insurgents. Even supporting totalitarian regimes with poor human rights records became the norm providing that they were opposed to Communism. The Monroe Doctrine granted the United States the right to interfere in the internal and external affairs of the states in the Americas to prevent outside interference from European powers.Following the collapse of the Soviet Union, Russia developed its own form of the Monroe Doctrine. Former Presidents Yeltsin and Clinton had tacit agreements that the West would not interfere in the former Soviet sphere of influence. However, the West violated these agreements by expanding NATO into Eastern Europe. While Yeltsin and Russia were furious about NATO expansion, they made clear to the United States and the West that they would draw a line in the sand about European and Western influence in the formerSoviet Union, or what is called in Russia the “Near Abroad.”One of the main methods that Russia used in creating its own version of the Monroe Doctrine was to provide peacekeeping troops to resolve ethnic conflicts in the former Soviet Union. Russia had peacekeeping forces stationed in Transnistria to prevent civil war in Moldova. They also had peacekeeping forces stationed in Georgia to try to resolvethe civil war in Georgia over South Ossetia and Abkhazia.Another method that Russia has used in its version of the Monroe Doctrine is through trade. More specifically, Russia uses its status as a regional hegemon to ensure that weaker regional states must trade with Russia for their own security. This is especially true with oil and natural gas. States in the region that do not accept Russias Monroe Doctrine do not benefit from trade with Russia, and cannot receive the oil and gas that they require at below-market rates.On Nov. 21, Ukraine decided that it would not sign an Association Agreement with the EU at the Vilnius Summit. Instead, it would choose to pursue integration with Russia and the Customs Union while trying to leave its options open for future cooperation with Europe.Both the EU and Russia have been trying to influence Ukraine in its decision. Russia feels very strongly that Ukraine is within its sphere of influence, and that its Monroe Doctrine applies.If Ukraine is eventually persuaded to sign the agreement by the EU, Russia will respond economically, by raising rates for gas and not allowing Ukraine the economic benefits of joining the Customs Union. Further, Russia has stated that it considers the Association Agreement to be a violation of previous bilateral treaties between Russia and Ukraine on economic cooperation.Instead, Russia was able to successfully influence Ukraines choice through the use of its own Monroe Doctrine.The real tragedy of Europe trying to woo Ukraine and Moldova is not Russia's trying to influence those states not to join Europe, but rather, the destabilization of the region that this behavior causes. Europe's zero-sum game in Eastern Europe will lead to a destabilization of the region. Moreover, rather than partnering with Russia to solve problems, Europe is actively isolating it further, poking at a hornet's nest with a stick. Is it any surprise that Russia would be wary of the West?The West should be wary of provoking Russia for several reasons. First of all, Russia still exports a vast amount of oil and gas to Western Europe. To anger an economic partner is not a prudent economic move. Second, assimilating countries with such weak economies such as Ukraine and Moldova will put a strain on an already strained European economic system.Third, Russia recently showed that it is still an important international player for dealing with rogue states. Isolating Russia will only inhibit cooperation in the future to resolve international disputes. Finally, such actions on the part of the West only confirm to Russia that a prudent global strategy is not to cooperate with the West, but to continue to turn to China for support and cooperation, which ultimately will hurt Western global economic and security interests.One of the unintended side effects of Europe pursuing interests in former Soviet republics is that it emboldens these countries to act more aggressively towards Russian interests by relying on support from Europe. This was one of the causes of the 2008 war between Russia and Georgia. Georgia believed that Russia would not attack since it could rely on the protection of the West. This belief emboldened Georgia to attack its breakaway republic of South Ossetia, which in turn led to a Russian retaliation that ended badly for Georgia.While Europe should rethink their actions in antagonizing Russia, Russia must also be careful in how it responds to European actions. By being heavy handed in their responses, they are driving those countries further away toward Europe. They are confirming that these countries should be wary of Russia, and should embrace a more stable situation in Europe. Ultimately, the Customs Union proposed by Russia may be a better option for states than the European Union, but Russia won't be able to convince them of this unless it is less heavy handed in its attempt at influencing those countries in its "Near Abroad."Recently, the U.S. Secretary of State, John Kerry, pronounced that the Monroe Doctrine was no longer being followed by the United States. For well over a century, the United States had fought European influence in the Americas. It did this through economic as well as military means. Despite the fact that the doctrine will no longer be followed by the United States in its foreign policy, we should not be surprised that other regional hegemons have adopted their own version of the Monroe Doctrine. The Monroe Doctrine is, in fact, alive and well in Russia.
